Carl Stephens grew up in Arcola, attended Arcola High School. Where he was involved in the boy scouts and ran track for my high school. In the summer of 2001, Carl obtained the rank of Eagle Scout. Carl attended Parkland College where he obtained his Associates in Microcomputer Support Specialists. He also studied Business Administration, and Criminal Justice. At Eastern Illinois University, he obtained his Bachelor’s of Science in Career and Organizational Studies with a Minor in Criminology.

Carl is former volunteer with Arcola Fire Department. He also volunteered his services as information systems specialists to Douglas County’s Emergency Management . While involved in these organizations Carl obtained many certifications related to Emergency Management. Some of those include Professional Development by FEMA, State of Illinois First Responder, as well National Response to Disasters.
Carl has also been involved with sprint car racing, for 27 years 18 years as an official. Carl enjoys the following sports basketball, softball, and football. He is supporter of Chief Illiniwek and the Illinois Football and Basketball.
In his free time Carl interested in Community Service, Dancing, Movies, Listening to Music, Outdoor Activities (camping and hiking), Watching Sports, Travel, Cooking, Computers / Internet, Gaming. Other free time actives include watching TV-News, Sitcoms, Movies,
